I have certainly found this to be the case.
YMMV, but over the last 3 years, unless I bought a Sprint-branded handset (e.g. the Sprint variant of the LG G8 ThinQ) or bought Sprint service at the same time I bought an unbranded handset (e.g. a Best Buy deal for the Essential PH-1 or Pixel 3a) I invariably had to go to a Sprint retail outlet with my SIM to get a free replacement that worked. In no case could Sprint support CSRs get my phone fully provisioned via chat.
