You may have a circulatory problem. You might consider getting gloves with compartments for hand warmers.

Gloves just help to block some of the cold out. The softer and permeable the gloves, the more cold air gets in.
Try putting on those disposable plastic food gloves inside your winter gloves. I guarantee you that your hands will stay warm (and possibly even sweat a little) since the plastic isn't permeable.
Blackdiamond has the "guide glove" which is one of the warmest fingered glove out there.i personally own these. Mittens will do better though for really cold stuff, I'd also suggest a black diamond but there are others like arcteryx. You'll be around $200 average for a high quality glove from either(not on sale). My brother who does have a circulation problem(diagnosed by physician) uses the "Ravean" heated fingered gloves. I'd probably go that route since they give you a wide range of temperatures. They aren't as good without the batteries supplying the heat though.
Honestly, for work home Depot has gloves each winter for cheap that do a great job for thin winter gloves. Otherwise just get super thick ski gloves that block out all wind and keep warmth in
