Most likely because these portable a/c have terrible energy efficiency.
our sons room is over the garage and 316 sq feet, running this in his room is significantly cheaper than not having our home ac ever turn off because it's 90 degrees in his room even with the garage door insulated, his windows tinted, and wood plantation shutters.

Window units are a lot more efficient, the hose units like this and others are just .... bad.
Owning a hose unit, I have to disagree. Window units are superior, but more difficult to install and often landlords prohibit them. Portable units can do the job, but cost more (especially for two hose), are less efficient, and you have to respect their range.
One other element of window vs. hose/portable unit is that it's a lot easier to take down the hose and just leave the window open on the days where it's NOT hot enough to require an AC running. The fan-only option on window AC units are terrible - it only makes the air warmer.
With a window AC unit, there's no way I'm going to be taking them down and putting them back in constantly when the temperature oscillates - but even with cooler temps I would still end up with the AC unit running because there's no air circulation. With the mobile unit I'd just take it down and let fresh air in or use a much less demanding fan. Depending on where you live and usage habits, power and efficiency between the two types is probably a wash.
There are already some comments about window units vs. portable units, but the physics behind A/C are so overwhelming that you should really really try to make a window unit work. Sometimes that's not feasible, but there's a massive efficiency and cost difference you'll pay for.
