The only difference seems to be the BRUSHLESS vs. Octane branding on the base of the tool.
Neither will realize their full torque ratings with these older batteries though. You will need the Octane branded batteries to get the claimed max torque of 485/620 fastening/breakaway ft-lbs. Still, with these bundled batteries, the vast majority of home mechanics would never run into a situation where they'd need anything stronger at 450 ft-lbs.

I would think the impact and the wrench would be odder than this deal
TBH I'd rather have the impact driver and wrench than the drill + wrench. But these are only 2 AH batteries... Technically not a problem so long as you're good about keeping up on the LSA, be be aware that 2x2 AH batteries will lose their power curve faster than a single 4 AH battery.
I suppose I could always sell the drill on CL/FB, hmmmm....

No, there are always deals like this, what's somewhat rare here is that this is an impact WRENCH and drill, where most are impact drivers and drill. This would actually probably be overkill or perfect for that person who needed just these two specific items, like someone who wanted to start doing brakes/suspension with the wrench and wanted a drill for odd jobs. For most car stuff when you're getting started you don't need impact tools.
Really if I had just bought a house and finally had a place to work on cars (which would be me 15 years ago) I'd not look for a deal, but focus on the system you are going to align yourself with and make sure it will do all the stuff you want rather than trying to save 50 bucks or whatever. At some point a deal will come along on any of the Makita/Milwaukee/Dewalt/xxxx.
2 years ago I bought the 18v Ridgid Drill/Driver and Impact combo. Mine is not brushless. I really have no complaints and the one thing that really sold me was the warranty (even on batteries). I couldn't find any other brand with a better warranty. Mine has the 2.0 battery and it's never ran out. I was thinking about getting a larger battery(not sure why) but I have a feeling the added weight would be a negative. Since buying this, I've purchased a few other Ridgid tools that can use these batteries.
On a side note, about 3 months after I bought this, I had a battery go bad and Ridgid replaced it. When you sign up for the warranty, each item has its own warranty. No problem with batteries since but I did put them in the house in the winter when it gets below zero.

Yep, wrong combo for me, but decent deal it seems.
Ridgid has been doing this for a bit, or impact driver and wrench. I agree its odd
