Remembering what I do about the originals and their fanbase, by "best" do you mean hardest?
not hardest just the better overall games due to gameplay and soundtrack.anyone will tell you that megaman 2 is the best in the original series and that x1-x3 are the best of the x series
it you are limited in funds i would suggest collection 1 of the original and collection 1 of x since those have the best games in each series
I agree with this but if you have only enough money for one game then get the first Mega Man X Legacy Collection.
X1-X3 are considered some of the best games in the entire series and are also considered some of the best games in general for the SNES. Authentic X2 and X3 are ridiculously expensive to buy on cartridge. X4 is considered the best game in the series for any of the games that were released on PlayStation (Not including X3 which was re-released for that platform).
Many modern games take a lot of design cues from these early Mega Man X games and the graphics are as good as any modern indie pixel game.
The original Mega Man Legacy Collection (NES games 1-6) is nice because it has six games in it but despite the fact that I have a crap-ton of nostalgia for the games they don't hold up super well by today's standards.
Only Mega Man 5 and 6 are relatively current as far as mechanics go (Mega Man 11 is based on Mega Man 5) but people will insist Mega Man 2 is a better game. Regardless, movement is very limited and the games lack the mechanics, depth, and exploration aspects of the newer games.
If there's one of these games you should NOT get as your only purchase, it's the Mega Man X Legacy Collection 2.

Don't forget the Zero/ZX Collection, those are some damn good games!
The Zero series are a fantastic evolution of the X series gameplay-wise and it's a lot more story-driven than the Classic and X games. I think Zero 3 in particular is considered to be the best Mega Man game by many.

Thanks for writing all of this up. I was really torn and unsure of where to start with this series. I only played them a handful of times when I was a kid, so this should be good. I'm in for Mega Man X Legacy Collection 1!
Since "all of them" is hardly helpful - you're clearly looking to prioritize - I'll offer something.
The first collection for both MM and MMX consists of the (arguably) best in the series. Their respective second parts pretty much copy/paste the extra features making them feel very unsubstantial.
