The idea with the balance bikes is that pedalling is hard for their tiny legs and learning balance and pedals at the same time is difficult too. The balance bike splits the learning into two segments, similar to what training wheels attempts but without the awkward wobbling side to side and by teaching the balance portion before the pedals.
A few things to think about: 1 they will grow out of the bike pretty quickly, so starting early is the best bet to give them time with it. 2 Two of my kids said the seat hurt on their bike so you might want to think about a brand that lets you upgrade it.

It's the best way for a kid to learn how to ride a bike and not to be messed up by training wheels or trikes later on, which actually slows down the learning process, unlike what most people believe. It will be an easy and natural progression to real bicycles with pedals once they get the balancing part figured out.
