I'm sure I'll get some down-votes from people saying not to buy this card as it's outdated. I'm well aware that better cards are available. For people who aren't hardcore gamers and just want something quiet and are on a budget, this appears to be the cheapest 1030 card available. I haven't seen anything <$80 in this line for a while (since Covid started).

I don't play games, and had been looking for a cheap graphic card that can drive at least 2 monitors at 4K. I do notice onboard graphics for some of my older systems cannot handle playing 4K video files unless I close everything else and hold my breath.

Being fan-less and not needing higher power power supply is desirable.

Looking at the spec sheet, it says max DVI resolution 1920x1200. This is undesirable/inadequate. Is that right?

GT 1030 only supports single link DVI and so is limited to the SL DVI resolution. The HDMI port can do 4k@60hz.

It can do dual monitors but not both at 4k.

You need at least a 1050 to do dual 4k.

It has hardware decoders for up to H265 10 bit so handling media files will be fine and not taxing on the system CPU like older GPUs.

Thank you for clarifying. This can work for me (1 monitor at 4K using HDMI and the other monitor at 1080p with DVI.

But not at $75... I'll wait...

This is for the low profile version which did not score as well. The full-size version can be had for about $80 in multiple stores and is worth the extra $5.
