I was hoping for a great deal on circular saws over father's day, but didn't see anything particularly exciting posted. I ended up ordering one from directtoolsoutlet.com, and the prices seem decent. From my understanding, factory blemished tools from this site are eligible for Ridgid's LSA. Not sure if the same applies to "certified pre-owned", they are listed with a 1-year warranty.
There were even less expensive saws from Ryobi (like this one for $15.99,

I have bought the ~$15 Ryobi listed by the OP from that vendor, and it was indeed like new, with the blade - although not omg quality - actually being new and sharp. I've actually paid $11.99 for it and had FS...
I've ordered two or three Ridgid tools from Direct Tools and never noticed anything wrong with them.

I ordered from DTO for the first time. When I registered for LSA, it asked me to snail-mail in the receipt. Did you have to do that to get LSA approved?
I got 2 LSA submissions from my Home Depot purchasers. I only needed to upload a screenshot of the order confirmations

I saw that, but I just took a screenshot of my orders and upbraided them. Ridgid accepted them.
