Saw it in two different stores. BS stated zero inventory. One store had it in the case, another on a clearance end cap. As I was checking out, saw a Moto G7 in the case for $59 and got that too.
AT&T postpaid SIMs work in prepaid phones.

The LTE band 4 is a part of band 66
Would I need to keep a service active for sometime in order to unlock it ? I'm on ultra mobile which is a part of t-mobile I believe.

You don't understand the basic.
The LTE band 4 is a part of band 66
So Band 4 alone will not get you the same coverage as Band 66, as Band 4 only includes a portion of the spectrum that Band 66 covers.
AT&T (and Verizon) also use Band 66, so it's not just useful for T-Mobile - I have a prepaid AT&T SIM that happily parks itself on Band 66 when I'm home.
(For what it's worth, I saw these on an end cap in the clearance section of Walmart as posted a few weeks ago. It was priced at $39 then, and they had clearanced out many cellular accessories and cases as well.)
