With brake cleaner, I heard there is a difference between non-voc and regular, with non-voc not being as efficient .... any difference here, with degreaser?

This is more of a heavy degreaser, not a carb cleaner. Think cleaning the bottom half of a 67 Chevy engine that's leaked oil for 53 years.

No, Degreaser basically creates a chemical reaction with the oil (fat) and turns the whole thing into soap. That is why degreasers need time for the chemical reaction (usually 20-30min before washing it off).

Carb cleaner is made out of very harsh chemicals (stuff that evaporates very fast), stuff like acetone, xylene . . . . most are gas byproduct of petroleum.

Most degreasers are safe for the environment and relatively safe to work with with min ventilation. Carb cleaner on the other hand is deadly. If you have a very thick layer of oil gunk buildup carb cleaner would be not practical because it will just evaporate before removing anything. Degreaser holds on to the application area and keeps eating on the grease until the chemical reaction stops.

I've got a Subaru 2.2 EJ22 I pulled to put in another car and I tried degreasing it with Gunk, wasn't that impressed. I really want to get it clean before install. Would this be the same as Gunk? I was thinking of just trying with some dish soap and a tooth brush.

You'll be amazed at how well the cheap "orange" spray cleaners from the 99-cent store work on greasy engines. Just melts the goo away. Seriously - try it. You won't be disappointed.
