Yes. Purchases on this site for gift cards count as towards the Amex small business promotion.
Side Note: A select group of gift cards like Walmart and Amazon can't be bought with a credit card on this site.
Tried with 10$ target gift card.. received instantly and was able to add to my target wallet.. will report back once I receive the amex credit

Same here. I've also been tipping higher % as I know restaurants are hurting but so are their staff who earn often less than minimum wage without tips.
