Please note where it says BUDGET in the title. PC part posts are full of negative comments like this, no matter how accurately the item is described.
Recently bought a 27 inch HP 2k panel. Was told it was IPS, but once we got it home, it became clear it wasn't. No matter what we did, we couldn't get the image quality dialed in right. Blacks looked gray, or highlights were overblown. No happy medium.
Replaced it with a 2k IPS panel, and the difference is clear. If you're after 4k gaming, this panel will likely be a great value for you, but for photo editing I highly suggest getting a 27" IPS in this price range, even if you have to go 2k instead of 4k. For photo editing, color is king.
EDIT: Looks like it's a VA panel, so contrast and black levels appear to be good - better than TN panels, which is what the 27" I had was made with. User reviews do complain of some color shift, but report that it is great for gaming, overall! Some are arriving with dead pixels, but most appear to be good displays.
