Just came back from Costco store. It has Clean n' Natural Hand Sanitizer lemon scent 12oz for $2.49, limit 5.

The list you linked to is for disinfectants to use on things other than people--like countertops and floors. If something is on that list, it works as a disinfectant against the coronavirus. However, no hand sanitizer will be on that list.
If you find your hand sanitizer on that list, you don't want to use it--it has methanol. If it's not on that list, it hasn't yet been found to have a problem.

The option you circled is not Hand but "Hard Nonporous"...Hand is not an option on that list. You can look but you won't find it because the link you are looking at is for EPA registered disinfectants; hand sanitizers fall under the FDA.
The link above explains why hand sanitizers are not on List N at the link you posted:

So, unless you meant to post a link to something other than List N, I don't think I would expect to find any hand sanitizer at the link you provided...in fact, I would be worried if this was listed there.

A. FDA publishes product listing information provided by the companies that make the drug on the National Drug Code (NDC) Directory. This listing does not mean the drug is approved by FDA. Anyone can look up a drug product and download the information by searching on its NDC, company name or drug name."
You can look up Clean n Natural on the NDC (it's listed).
It does not appear on the hand sanitizer recall list at this time and it does have the minimum amount of alcohol recommended to be effective for COVID-19/coronavirus (ethyl alcohol 60% or isopropyl alcohol 70%...this has ethyl alcohol 70% so well above the minimum).
So, if you want to buy this stuff to sanitize your hands when you can't wash them, it should be fine.
