But, I have a friend that recycled today. Is there any way for him to get in on this Double Ink Back deal?

Just like with getting missing ink from mail-in recycling credited, it depends on the rep you get.
In-store shipping is not in-store recycling and 08/01 is before the offer starts ....
On the plus side, your recycling shipped 08/01 most likely will not be credited any time soon so if you can recycle in-store starting 08/09 it probably will be the first recycling for the month and thus qualifying for the offer.
