Edit: Look like it's out of stock online and available for local pick-up only. YMMV

1) Blade is cheaper
2) Blade gives a thinner cut
3) Blade cuts down wear and tear on motor
4) Blade cuts down chance of kickback by 90% (just a guess on %) so it is a lot safer.
5) Blade just feels easier and safer to use than a 10"
6) Blade will handle most peoples cuts (will cut about 3 1/2" when do the flip)
Note, if you need to cut deeper than 3 1/2" you will need to change over to a 10" blade. I would estimate 95% of my cuts (and I'm guessing most people's) are 3 1/2 " or less. I rarely need to change in my 10" blade (and it only take a few minutes to switch it when I need it).

Saw a bunch of these in store without price tag at the clearance end cap then found out they are also available online. Brickseek shows plenty of stock around me at sale price.

$5 cheaper than last year's deal when it was under a different model/SKU/UPC#.
Home Depot often stock a wide variety of 2-pack Diablo circular saw blades (for the price of 1) for select sale periods (Spring, Father's Day, BF, etc). These are leftover stock from when they sold for $19.88 (page 4 of "Red White & Blue Savings" ad, 6/25~7/5). There are plenty of Diablo and Avanti (Freud/Diablo's budget brand) 2-packs at HD from previous sales if you look around, from 6-1/2" to various TPI.

edit: once in the cart it is the price as marketed in this post. Thanks OP!
Thanks.
Unless you're a framer and want the faster speed of a 24-tooth blade, these are better because it's a cleaner cut.
40t is designed for both purposes so it's just naming.
I don't even have a saw yet and I might buy these for when I eventually add one to my kit.
