Why would anyone pay more than $50 for this, you can get refurb mini PCs at least from the DDR4 era for less than $100.

IKR...these units were released in 2013,under $100 may be slick for some needing cheap unit.

It's a major tl;dr, best to Google it. You could setup a Plex server on a pi depending on what your trying to stream, what hardware the client is using, number of concurrent connections, etc etc. I'm not saying go buy a pi to setup Plex on I'm just saying there are a lot of variables.

Agreed, what's right for one person won't be for another. Going to depend heavily on current / future content and HDD requirements, quality, concurrent streams, etc

You dont need much to run a Plex server. I ran my server for a few years on only 8GB of RAM and a G4400 CPU with no issues. Hard drive space will probably be your largest expense. Personally, I would get something with a much more current CPU or build your own if possible. You can build a decent budget server for under $300.
