What is the best timing thou?
If I remember correctly, memory clock speed matters lot more than timings for Ryzen. Higher memory clock allows Infinity Fabric between core complexes to run at higher clock as well, improving performance lot better than better timing would. Usually just running the pre-loaded XMP profile is more than enough for Ryzen builds.
I'm a noob at PC, so I should be getting a CL16 3600/4000MHz?

I have a terrible habit when browsing Internet, and I find even 32GB limiting. But that's my fault and 32 is more than enough usually. That said, I've never heard of "too much" RAM. I'd say just fit as much as your budget allows.
As itaos say this is great RAM at great value. If you want to unlock it's potential on your new build, make sure to look up how to enable XMP (or D.O.C.P.) for your motherboard.

Lol are you a power user with 150 tabs open? Windows 10 at idle with basic apps running should pull no more than 2gb memory. I have 16gb and only start to run into issues when I load a video editing program and I'm playing with green screening and tracking. Google chrome never eats memory lol
