    Depends on latency. If its 3600 cas 17 its technically similar to 3200 cas 16

    You technically could but I wouldnt. The ram might not play well together. It's always best to buy ram in one single kit

    Yes you can, but all four sticks will only run as fast as the slowest modules.

    In other words all four sticks will run at 3200Mhz

    DDR3 and DDR4 have different types of slots. So you could not fit a DDR4 ram into a motherboard that supports DDR3 and vice versa. A new motherboard could most likely mean you need a new CPU but it's not always the case. It just depends on how old your system is.
