I'm guessing Elite and Elite Plus members may have been excluded...? Maybe the theory was that we already have certificates and/or have shown that we already know our way around a Best Buy shopping cart. I'm sure someone crunched the numbers, but I question whether this tactic of targeting light users (still just a theory) will provide the best bang for the buck.
