1. Buy up to (can't be more) 3 years XBOX Live Gold from one of these options::
A) Eneba [eneba.com] (save $3 with code AKS)
B) Costco [costco.com], but can only do 2yrs this way.
FOR ANY OF THE ABOVE YOU CAN SKIP DOWN TO BOLD STEP 2!
C) CDKeys [cdkeys.com] <-This way requires a VPN per notes below.
NOTE: if it asks to verify your CC it seems to cancel it. If your order status changes from 'Pending' to 'On Hold ', your order is likely canceled. Using a different CC like a Visa debit will likely fix it
1. Download Tunnel Bear and install: https://www.tunnelbear.
2. Open a Chrome Incognito window and go to the XBOX Brazil site (not the US site): https://www.xbox.com/pt-BR (menus will be in Portuguese and say Jogos>Resgatar código (image https://i.imgur.com/nTp8MnN.jpg)
3. Redeem the codes one by one. DO NOT ENABLE AUTO RENEWAL (press off)
4. Once redeemed, turn off VPN and close the Incognito window.

Just loaded up on 3 years, bought through eneba, had to use a VPN to redeem on xbox's site.
I used the code AKS to save like $3 at eneba, lol. So $105/$35/yr = $2.92/mo
I agree that the wording was weird when going through the $1 checkout at xbox.com but after going through it, and going to manage subscription, I'm not supposed to be charged $14.99 till Oct 2023. I took lots of screenshots.

I noticed this because I would be on the Brazilian version of the site, then when I clicked Resgatar codigo everything would go back to English on the redeem page.

Generate some random Brazil addresses and pick one! Now go to your Address Book in your microsoft account and register a new Brazilian Address, then afterward set that as your default shipping AND billing address (set as default on both) - VIOLA! It works
Thought I'd share this for those who spent $39 on cdkeys who thought they were stuck with an nonredeemable code, whew!
