if the outlet doesn't have a ground, blue light won't be on but there will be no surge protection either.

Not everyone has a fiber optic feed for their internet. For those that have a coax feed into and throughout their home or place of business this could come in handy providing the signal strength is strong enough to overcome any impedance created by the device.
