It's 4 years since receiving the sign up bonus.
You have to wait 4 years since opening the first one before you can get another.
The application date or the card open date doesn't matter. What matters is the date that you received the sign-up bonus. That date is probably the closing date of the statement in which it was awarded to you.

For example, if you met the minimum spend for the sign up bonus in the first month the card was opened, the statement closing date was probably October or November 2016. If you met the minimum spend in the 3rd month that the card was opened, then the bonus may have been awarded in January or even February - again, depends on the statement closing date. You can check your first few statements in that account to know for sure.

Can you get the $1k in cash back and send to your checking account at another bank? I don't want to be forced to spend the rewards through some portal with overinflated prices.

Only if that person holds a CSR - with the CSP in that deal, it would be $1,000, assuming again that person is OK with gift cards or otherwise reimbursing themselves against grocery purchases.

Dang, wife got declined even with an 800 score. Prob bc she doesnt work now that we have a toddler and infant in the house.

Your wife could put household income (ie. yours) rather than her presumably $0 personal income, if lack of income is thought to be the reason for denial.

If you straight up cancel the card, you need to wait 30 days. If you downgrade the card to a Freedom Unlimited instead, you only need to wait 4-5 days.

I applied a few days after I product changed my reserve to freedom flex and was declined instantly with the same explanation as you. They told me I had to wait until my statement closed before I could apply. However yours was a cancellation and mine was a product change so it's not quite apples to apples

needless to say, I waited about 10 to 12 days after I was initially declined and before my next statement closed before I applied again. This time I was approved. The decision was not instant but I called the reconsideration line and they just wanted to verify my income and asked if I wanted to transfer a balance from one of my other cards in order to get the preferred open.

So ymmv.
