Not sure where you came up with that number. There are cars sold in the US that will take this size tire. From both US and non-US manufacturers.

These will fit to Honda fit (I think) but after you factored in the installation, which is about $30 to $40 per tire, you won't save much if compare to Costco (comes with life time tire rotation and repair)

$40 is overestimated for installation, more stores will do it for $80-100. Some people mention Walmart will do it for less than $50 but I have never done it myself.

Even civics have had 16" wheels for many years now as the cheapest/lowest selection (many have 17s). Like others have been saying, there's not a whole lot out there that takes 15" tires any longer except for maybe a few subcompact cars like Mazda2s or Honda Fits.
