There's no need to have the sim card in hand; it plays no role in the process. I did the port-in and submitted the rebate now and my sim card in still in the mail. As long as you have a phone number assigned to your new line, you can initiate the port-in and submit the rebate.

Yes existing customer. Got the free line on Friday. Bought an att number for port in on ebay. Per the listing the number is good for 21 days but I ported it in like ten minutes after I got it. Numbers activated and already receiving texts and calls on the free line as the eBay number

You meant, as long as, number is ported; you can submit the rebate, correct? Because, rebate form clearly states to wait till you activate the new number:
Bringing a phone number to T-Mobile? Please wait until your number is active on our network before continuing. The temporary number assigned to you at activation is not compatible with our promotions.​

On a related note, do you know, if porting in Visible (Verizon MVNO) number would qualify for the rebate?

port-in from AT&T, Verizon, US Cellular, Spectrum, Claro or Xfinity required

Any other port-in is a YMMV. Just spend the $7 on eBay to ensure qualification.

The seller on eBay is fairly quick with delivery.

That would be great. But I guess it does not make sense to me that T-mobile would offer a $250 "BYOD" deal and then allow it to be stacked with a deal where they provide a new device via the "T-mobile On Us" promo where they are subsidizing the phone.

I am debating whether to try it since I have seen conflicting info. I just would not want to jeopardize losing the $250, so I will probably play it safe with just the $250 deal.
