This deal showed up for me on the top of the page in my checkout page.
$25 added to my Amazon wallet immediately after I added my debit card.

This offer is available only to customers who were served an advertisement or received an email for an "Add-a-Card" promotion and only applies if you add a valid, non-expired qualifying credit card or debit card to your Amazon Wallet. To claim the promotional credit, complete the following actions:
Sign in to your Amazon.com account.

For those that don't see any banners or promo ads to the offer like me, this is what I did:
1. Clicked on the link in the op to get to the promo details
2. Then selected to go back up one level at the upper left link to "Credit and Payment Cards"
3. Then scroll down to see a link for "Your personalized offer" among list of credit card offers.
4. You should see the "$25 or $50 promo offer for adding debit card". If you don't see any mention of the offer, you won't get the credit so no use adding a debit card.

We spend quite a bit on amazon.
It seems the more we spend and the more loyal we are to them, the worse they treat us...
Haven't gotten any offers in months, if not a year.
When you spend $10,000 + in a year and get 0 back and see people who spend $100 a year and get freebies, you get ticked off.
Not so much about them, but at least give something to your damn customers who keep you going

I was trying to check out in amazon and when I clicked on change payment, there was an ad with button which said "Add your debit card and receive $25 promotional credit"
When I added my card, it applied the $25 instantly to my account

I Also saw it when I went in my Amazon Account -> Your Payments. So I don't think you need to be in checkout process.
Edit : can confirm this, I deleted a debit card and then clicked on the promotion and added the debit card I had just deleted and received the promotional 25$
