I've played around with numerous cloud streaming services at this point: PS Now, xCloud, Stadia, GForce, Shadow, etc. PS Now was in my opinion the worst one when it came to streaming and latency. Games felt very unresponsive, image lag was pretty severe, PC quality was locked at 720p and just looked very poor...it was a very lackluster experience, especially when I have a 300 Mb/s connection. Supposedly they are going to update to Azure servers sometime soon, but in terms of strictly streaming games I would advise away from PS Now.
As for game selection and downloading games though, this does pretty well as they have a fairly good game selection and they can be downloaded to your PS4 just like any other digital game. Didn't have any issues in that, so if you are looking for a Game Pass like deal for Playstation games this is not too bad.
Do note though that they are updating the PS Plus subscription to start including a collection of games to play on PS5, such as God of War and Bloodborne. So if there is a specific game you are wanting to play and a PS5 is in your near future, might want to check and make sure it is not being included in the collection as that would save some cash.
Now the only problem is actually getting a ps5 preorder in lol
PS Now does work with PS5 and your subscription will transfer over.

Do you need PlayStation plus on top of service if the giftee doesn't have it?
While I cant confirm I've used a bunch of playstation codes like this one and they have a couple of years normally to be used.
Also you do not need ps+ this is a separate service to access library of 800+ games which you can stream or download (most of them) to your ps4 and play as long as your subscription is active. Good option if you dont have a huge backlog of games (I have like 20 so i probably shouldn't get it)
