Bell is a generally respectable, mainstream brand. However, most of these helmets seem like lowest-cost, Wal-Mart specific models rather than the kind of higher-quality helmets that might include advanced features like MIPS.
If you're in the market for a very light use helmet or possibly a kids helmet that the kid will outgrow in a year, these are definitely a better option than going without. But none of these are particularly serious models intended for regular long-term use (which would justify an investment like a MIPS liner).
For those lost on this feature, MIPS is a liner in the helmet whose purpose is to reduce the effect of certain kinds of impacts; the functionality isn't completely proven but is definitely on the checklist for any concerned parent (mine and my kid's helmet are MIPS-equipped, but not the helmet of my "almost never on the bike" wife). I'm looking at the kids helmet as an option for my youngest. The oldest, by contrast, had a huge noggin as a toddler that required purchasing an adult/juvenile helmet. Since I figured that meant he'd be wearing said helmet for its full service life I figured I'd make the investment in a model with MIPS. For the youngest his little noggin may well grow enough in the next couple years that the helmet I buy today (a child model) barely lasts through his low-speed tricycle stage. As such, the $8 outlay seems fine enough.
Despite seeming like an objective purchase, the feature set of most helmets mean that you can make a lot of subjective calls along the way. Honestly what's most important is wearing one and wearing it properly!

You obviously do not know helmet technology - plenty of the helmets before MIPS rate BETTER than lesser MIPS helmets. In fact just like ABS and Airbags in cars there are tons of situations where you are worse in a MIPS helmet, it is no holy grail and is worth no extra cost. You have an opinion, we get it, but it has zero to do with "life and death"; heck MIPS wasn't even a thing for decades while helmets were around - the helmet itself was said to be the difference of "life and death" yet now YOU act like wearing a normal helmet = death compared to a MIPS? That's inaccurate, fear-mongering is what you are doing. I own a Troy Lee Designs D2 helmet that is full-face pre-MIPS and compare that to a $50 MIPS helmet and yours MIPS helmet is DEATH not life, my D2 was nearly $300, a $50 MIPS is garbage by comparison.

One of the review say the $8 one are made in USA. Just got one for me and one for my wife. The 6.99 one is not adjustable, so be sure you have the right size. I ordered the other two which are adjustable.
