I recently had to buy a second Roku and decided to pay a bit more for the Streaming Stick+. This is why:
Form Factor: I like that the streaming stick+ is, as the name implies, a stick. You can install it in the back of the TV and it becomes invisible. This is particularly useful if your TV hangs on the wall.
Remote: The Roku premiere comes with the "Simple Remote", which uses IR and does not allow you to control your TV volume and on/off (although I have not found clear information on the latter). The Streaking Stick+ comes with the "enhanced" remote which uses Radio and also allows TV control (volume and on/off). The beauty of radio is that you can point it anywhere and the Roku does not need to be in a direct line of sight (the case with the stick).
WiFi: This is a deal breaker for me. The Premiere uses a single band (2.4Ghz) 802.11b/g/n. Good luck being able to stream 4K. You may be able to stream 1080 if you have really good reception and wirelessly civilized neighbors (normally not the case). Otherwise, the possibility of stuttering is real. Buying a device like this in 2020 without AC/5GHz is not the best idea, IMHO.
Given that the Streaming Stick+ is only $18 more (I agree that percentage wise the different is large) and these devices should be operational for a long time, I think it's worth shelling out the extra $$ and getting a better product overall.
