Nope. You're assuming the discount also applies to the $20 Target GC, which it doesn't. The $20 Target GC is cash that you would've spent at target anyway, so you're paying $20 for the Target GC and $80 for the Apple GC.
Another example: if you go to Target, hand the cashier $100, and receive from them a $100 Apple gift card and a $20 dollar bill, would you say you paid $100 for $120 worth of good (which yields a 16.67% discount)?

Just got my GCs purchased from last night. With that said, seems like the site that hosts the GC (Blackhawknetwork) seems to be down. Anyone else having trouble printing out / accessing their Apple GC?

It's how they process the online transactions... for all my orders that have completed I have separate $76 (Apple card) and $20 (Target card) charges on my Red Card credit card statement.

Same situation here. Got 20 apple cards on Thursday. Only received 16 target cards on Friday.

I redeemed the Apple gift cards as soon as they came in because I wanted to make sure there was no issue redeeming them. But as of yet I still have only received 1/8 $20 Target gift cards.

Again, nope. You're confusing people with your wrong math.
You bought a $200 Target gift card for $200 that you'll use for your usual shopping. You're left with a $1,000 Apple gift card for which you paid $800. That's a %20 discount on the Apple gift card.
