That's how DTO works. You usually have very few items that are glut-inventory-priced which are great deals, while everything else is just normally priced. And then you have these occasional site-wide sales where most things on the site are at good-but-not-great prices. It sounds like the rotary was glut-priced at $40 (regular $79). They no longer have a glut on that item with all the extra traffic due to the sale. $48 is still a good price. There's no telling when they'll have enough excess inventory for that tool to drop to $40 again. An outlet is a place for opportunistic buying. You're not entitled to anything.
Why not just state that.
Unless u know something is a real deal and lower than the daIly specials, I'd wait. Things have been lower.
Only saving grace is putting a big order together and take advantage of $7 flat rate, which might offset the price.
BTW, I've gotten 2 orders with great deals cancelled. One the whole order. The other I got a great deal and added The daily bc of flat rate shipping, and I only got the daily special and had to pay the $7 flat rate just for that and that ended being a so so deal. They never notified me and when I called they were very UN apologetic, and would cut me a break on shipping.

To add into the discussion on the product, the 6" polishers is where you want to be. Better would be to up the budget by a bit and get something with a bit more power so that you can actually do some "polishing", or paint correction. These light-duty ones are more like wax spreaders, but with some modifications to hold a small 5 inch pad, can be used for very light polishing. I would stay away from the cordless ones for polishing, though.
