As has been suggested here the 4GB of RAM will cause this to underperform relative to the other reasonable specifications here (such as the decent modern CPU). I bought a 15" HP with the same specs in June and it works great, there is no frustration. I haven't found anything it doesn't run fine. I guess I could if I tried, and in the future I guess it will slow down, but for basic use 4gb is fine for Windows 10, at least with a SSD.
I think for a windows laptop, 4 GB of RAM is a serious bottleneck that can't be overlooked. And I think people usually would be better off with a cheaper Chromebook if they are fine with 4 GB of RAM. I don't know why companies solder RAM with 4 GB offerings because they could sell a lot more just by making RAM upgrade-able.
