It seems to be the third gen, how does it compare to the 4th gen? I looked up the Apple site and the difference seems minimal. Any experts can confirm?

Essentially a Lidar sensor in the back and slightly better CPU (it's still the same generation, I guess has an extra core and couple of extra GPU cores) in the 4th gen.
I have this exact configuration and very satisfied with it, I bought mine after the launch of the 2020 iPad Pro after researching and concluding they both are same products 98% of specifications. They both benchmark exactly the same in all benchmarks.

The different is you get a better camera, wide angle lens, lidar sensor, and 2 more gigs of Ram. The processor on paper is faster, yet if you go on YouTube there are several speed comparisons and this model outperforms the new model in several tasks.
Because of that I purchase a cellular unlocked 1TB with Apple Pencil and keyboard for $700 on Swappa and it works fantastic.
The only downside of the 12.9 version is it can bend very easily because it is so thin

Pretty good price but it's getting a bit too close to the price of a new M1 MB Air (especially if you add a smart keyboard)
