If you buy it direct from Samsung, it can be had from about $351 without trade. (Yes, 45mm with LTE)
I cancelled my Amazon order, and ordered it from Samsung.
Also, I did not want the leather band that Amazon sold it with, so I ordered it with the sport hybrid version band from Samsung. Saved money by not having to order a separate band.

No problem. I have seen frequent complaints about the shortcomings of the search function.
I've had the Watch 3 (non-LTE) since launch after using the original watch active. The 3 is a much nicer device and worth the upgrade for anyone considering. I bought my wife the LTE model so she could go running with out her phone. Just be aware the battery drain when LTE is on is significant especially if you are streaming radio from the watch while running like she does. The cool part is you can stream live radio to your buds while running without having to lug your phone along.
Battery kind of sucks on the 3 with LTE. I get 2 days max. If I leave it charging while I get ready for work in the morning (about 30 minutes) I can go about 4 days with out having to take it off for a real charge. That's if you dont mind not having it on for your sleep tracking and charge it over night.
Those estimates are with me only using the watch 99% of the time as only a watch, without always on and to quick read emails, text and messages as they come in.
Nice watch you just have to be pretty mindful about getting a charge in when you can.
Also, the verizon charge for my watch is $14.81 which is a little higher than I expected. I had a gizmo watch for one of my kids and it was only $8.17.
So I'm paying $177.72 a year to have service on a watch I personally only get benefit from about 1-2 times a week when I'm out with my dogs.

If you meant the Galaxy Watch Active 2, it already is available via official software update.

Are you referring to galaxy active 2. If so, they have enabled the ECG functionality recently with an update. Please check your software version.
