The deal can be triggered when purchasing a gift card.
Do NOT use Paypal or anything other than the "Credit Card" option during checkout folks. Using any other form of checkout even funding it via the same credit card is not the same. Make sure you use the same credit card that you enrolled on your Gpay account too.
Thanks. Google Pay seems to be stepping up their game.

Can the payment being sent come from credit card? I don't want to do the hassle of giving them more information of bank accounts and things like that.
No, from debit card or bank account only

Can I pay with target card
Yes - if you have an older (prior 2012'ish?) Target Card that is a co-branded MasterCard.
No - if you have "Red Card".

They need to install using your link and register for Rewards during installation -- then have them:

Open GPay app
Click on their name icon (top right)
Click on 3dots (top right)
Click on Referral Code -- it should show your code there if its properly attached
Awesome. It wasn't attached, but they were able to put my referral in. Thank you!

can someone walk me over , how this stacks with other offer if you're signing for the first time
Get referred from someone else. Sign up for Goggle Pay.
Make sure you sign up for Rewards
Add/verify a card on your Gpay account.
Find the Target offer in the app and activate it (can link from app to target for purchase but not required supposedly)
Make your target purchase and make sure to pay with the same linked/verified card you have in Gpay.
To trigger the referral credits for you and whomever referred you you must also transfer $10 to someone OR make and NFC in store purchase.

I had existing Google pay. I uninstalled app, reinstalled and completed the target deal. Ordered $50 mobile gift card and sent it to myself. Got the $21 credit. Then I referred my wife who had never used Google pay. Did the same deal from her account. Got the $21. Then, my wife sent me $10 through Google pay. We both got $21 referral credits. We had to register debit cards for sending the $10 and transferring it out. In the end, charged $100 on two credit cards for $100 in target cards. Transferred $31 from my account and $21 from wife's account back to our debit cards. Will receive $21 target bonus on each account in 30 days. So, $16 out of pocket for $100 in target cards - and giving up my privacy so Google and Rak-uten and others can see how we spend our money on credit cards...

If you need help getting this to work, PM me.
I'm not sure if I'll do the referral part, but were you able to buy both gift cards from the same Target account (using the two different credit cards you'd registered with google pay), or did you each have your own Target account?

Could not link my Discover Card that I usually use in Google Pay so had to add a Visa but process was straightforward and Target link opened without problem. Purchased $55 gift card and received immediate text of $21 cashback. Thank you!

No Gpay does not allow sending money person to person via credit card, debit (instant) or bank account (delayed) only.

Same target account using different credit cards - the ones registered to our Google pay accounts. Target even combined the gift cards when adding to our account.
