Not bad, 8th gen core i5 , 8gb ddr4 ram. wi-fi, hdmi, optical drive. Just replace the hd with SSD and it should be a decent non-gaming pc. No idea if the power supply will last on this or have to be replaced.
Can I fit a low-end to mid-range GPU in there? Thinking for my son to play roblox, minecraft, possibly fortnite on low settings. Can it handle these as is?

So the issue isn't the space for adding a GPU but the power supply. I think this is only a 180W PSU which means with just the motherboard and CPU you are around 100W so you probably have around 30-40w for GPU and thats not leaving much for a decent GPU.

I stuck a (iirc) GT 1030 in one. Didn't require power upgrade. I actually tried to rig a different PS from HP and couldn't figure it out. Not paying $100 for the option they have, and it's tough to find anyway.
Not only does is come with Optane, the motherboard can take up to an i7-9700f CPU. Plus, the PSU maybe upgradeable to a 300 or 400 watt model. The HP model number is L04618-800 and seems to cost $65. So this could be a budget gaming machine. But if you're a parent, be aware the kids maybe disappointed that it won't have RGB.
The seller has a ryzen 3 2200g setup with 24" monitor for about $16 more. I went with that as it will handle games without upgrade for my kid. They have 1 left. Use Coupon code above
