I've been to that house. Chair is stationary and surprisingly comfortable. He uses the rug to hide the track system the desk glides on.

Walmart has the rug below also on sale, which I bought two of to
make the $35 free shipping threshold. I can use both smaller area rugs.
Low quality but some reviewers liked it a lot.
