No, it had to be an upgrade to an existing line.

New retail $649 single or $699 double screen. Swappa tho selling for $350 ish to $500 ish single & dual screen. Could also probably find locally for those prices too on OfferUp, Facebook market & Mercari. Costco was selling dual screen version for $399 last month.

Some of the reviews on T-Mobile site are not too favorable for the LG Velvet. Maybe read them and use caution before or even after buying.

So the specs on the T-Mobile site don't match the specs on the LG site (LG says Snapdragon processor and 4300 mAh battery, T-Mobile site says processor from no-name Chinese supplier and 4000 mAh battery).

Any idea why this discrepancy? Is it really a different model under the same name? And if so, where are the rest of the specifications, such as internal storage?

Specs here [t-mobile.com]. Internal storage is 128GB with 6GB RAM.

This explains the T-Mobile version [gsmarena.com]. This compares the processors [nanoreview.net].

What do they do to "upgrade" your line?

They just add the new phone to a line so it activates. Just select a line that doesn't have any promos on it so there isn't any issue with that.
