Not the best rechargeable out there, but for $23 it's pretty well made and a good value IMO.

At this $20-$30 price range and in this slightly over 1,000 lumen category, it's just a matter of what you're looking for, what your preferences are. I have a few budget lights which have been great for years, and I've paid $70 for a light which failed after 2 years. I actually prefer these cheaper lights now because they get better (brighter) every year and I allow myself to buy a new one every year or so to get the new brightest thing around for cheap.
Check on their FB group (not page). It's not an EDC, though, if that's what you're looking for.
It's bigger than that... still hand-held, though, but the type you keep in the truck/house.
Edit: It's the SD01 (technically a diving flashlight, but I know people are using it for regular/everyday applications)... $90, 6k lums:
