From my experience, instacart sets inflated prices on the items as a surcharge.
At the top of each stores Instacart page, it tells you whether it's "Everyday store prices" or "View Pricing Policy - More info" which means the prices are higher. Walmart's are not higher.
Thanks OP. Was able to order $100 worth of groceries from Walmart (no surcharge!) for $92 after $10 tip and service fee.
wow only $10 tip i get hated on if i dont do 20-35% tip of order total. I had a few say tip was a joke at 15% of $60.... Rude younger people not shy saying something wanting rich person tip. One guy said if yo cant tip $7 on a burger and fries stop using ubereats.... I gave $5 wth was 2.3 miles away...1 star...

For most stores yes; but for Walmart I have noticed that the price in Instacart is same as buying it directly via Walmart app.

Walmart seems to be the only place where prices are not inflated
