Pretty good deal honestly. 32gb of 3200mhz will be more than enough for most the population, and CAS 16 is not horrible timings. CAS 14 would be preferred but also more expensive. Latencies do matter- but they are not the end all be all. They do make a difference in performance a low CAS 3200 can compete w/ 3600 CAS 18+. Also has 1 TB Sata SSD added into the equation I think it's a good deal for MOST people. if you're fine with having good stuff at a good price w/o needing the best of the best for everything. Think what your getting for the price is pretty decent imo.

In the case of CL 16 - 20, the difference in price is anywhere from $75 to $125. Can you justify why it would be worth spending that extra amount to buy CL 16 over CL 20 for that extra amount and not spend the difference on a higher class GPU?

One, dual-rank RAM performs better than single rank. Two, some people like to multi-task and have lots of programs/windows open at the same time. Three, there's something to be said for wanting to future proof your system.
I only have 16GB of RAM in my machine, but I'm not going to put someone down for opting for 32GB. You can never be too rich, too thin, or have too much RAM.

If you're a baller and can afford a 20/3080, then by all means, get the most tricked out RAM kit you can find. Otherwise, save your money.
