1) Cell phones are not sold by Walmart staffs. They are sold by a "Wireless guy", who is NOT a Walmart employee.
2) This guy told me "upgrade" to iPhone Xs/Xs Max is $199. I asked him to clarify "upgrade". He said: you either add a line/port in a line, or the device on your current line is already paid off.
In conclusion, you need to provide him a carrier account (AT&T, Verizon, or Sprint) to purchase the phone. You have two options to pay:
1) Pay $199+tax
2) Pay the tax (approx. $15), then pay the $199 to the carrier
Either way, if you don't have a post-paid carrier account, you cannot buy the phone. No, they don't see the phone without a contract even if you're willing to pay the full price (whatever that is).
So it's extremely YMMV.
