1) Cell phones are not sold by Walmart staffs. They are sold by a "Wireless guy", who is NOT a Walmart employee.
2) This guy told me "upgrade" to iPhone Xs/Xs Max is $199. I asked him to clarify "upgrade". He said: you either add a line/port in a line, or the device on your current line is already paid off.
In conclusion, you need to provide him a carrier account (AT&T, Verizon, or Sprint) to purchase the phone. You have two options to pay:
1) Pay $199+tax
2) Pay the tax (approx. $15), then pay the $199 to the carrier
Either way, if you don't have a post-paid carrier account, you cannot buy the phone. No, they don't see the phone without a contract even if you're willing to pay the full price (whatever that is).
So it's extremely YMMV.
EDIT: They came back stating that they cannot remove the lock because it's not showing up in their tools. If you want your phone unlocked, do NOT plug your T-Mobile Sim into the device.

Even I reserved at several stores but all of the stores didn't know and don't' have any phones.

In the regular cages.
Yes, they're lying. The first guy I encountered tried to tell me they were sold out. Girl came in behind him and advised that they had 6. POS.
but... I put in Mint sim and its working somehow. Tried other sims (tmobile, at&t), didnt work.
You do NOT have to have a Verizon/att/sprint l plan or service for activation. Nor do you need a new line. It's total bs. They can sell the phone for $199. Demand to speak to a supervisor or manager and explain Walmart's policy and these companies forcing you into a contract for commissions.
>>>Read my comment back a few pages on getting success.
got it in Frisco. Took some time because he went at back to search for it. Then their system was not working properly. But he didn't ask for carrier or anything. He asked att or it doesnt matter? i said doesn't matter. me and my friends got couple of units.
Now for activation! Anyone have the rundown on how to deal with `Flex Policy' locked phones? This is the first time I've had to deal with it.
