For anyone that had both consoles, this is also available for like 6 bucks on the PS4 store. Highly recommend, I just beat it and immediately bought the sequel

Is this locked at 30fps?

To answer my own question, yes. It's also significantly less sharp. otoh, it's the only way you can play it in your hands. If your choice is switch or nothing it looks solid except multiplayer
