As others have pointed out, the arm motion is completely wrong for a rowing machine. It looks like it makes your arms go up. This probably seems nice if you have no idea how to properly row. On that note, just watch a video or two. Rowing is not hard at all, but the proper form is not immediately obvious.
This also looks like the only resistance is a hydraulic piston. That would be very unpleasant to use. If you can't enjoy using it, you won't use it.
Also, that arm travel position looks like it may put put force on your shoulders and back at an odd angle that could be bad for you long-term. I can't say that with certainty, though.
I would like a rowing machine. Like you, I don't really want to pay for a Concept 2. But there is so much garbage out there in the home fitness industry that it's easy to buy something cheap that is terribly unpleasant to use. I just do without for now. I don't know of a good, cheap rower. This is almost certainly not it.
