Yep. I got it on MS for a couple bucks more this weekend. There was a lot of hate for this game when it released, but the devs have addressed a lot of the issues and given the player the ability to tune the game to their preferences. I'm liking it a lot. Check the reviews for ultimate edition. Very different from those around the time the game was released.
Same price on Steam? What are you smoking?? It's not even listed on Steam bro, what the hell are you even talking about?
It is however available on the Ubisoft store for $60 and the reviews [metacritic.com] for the game are dismal.
