I personally do not know if the PD is functional on battery power or not.
I have a 'regular' Powercore Fusion without PD and it works great, I keep it in my work backpack.

Had a powercore fusion forever and used it just like a regular charger. Power went out in Texas two weeks ago and I could still charge my phone. Great for those that want a portable battery and a charger but don't want to carry both.
This model appears to be exclusive to Best Buy. I bought it for $40 on a deal back in June. It is bigger than the regular PowerCore Fusion PD, but it does have 30W PD as a charger. it has 15W PD as a battery.
