I was having trouble with this even though signing on with Prime. Tried logging out and in again, removing and re-adding shirts to no avail. Finally, had to change my payment type, just going through the process, not actually changing it to a different form of payment, before it finally worked.
Unfortunately, hard to say whether to size up. I have seen huge size variations in shirts from Woot!. I think they just buy the cheapest ok quality shirts out there at the moment.

I got an email from Woot saying I successfully ignored them for 6 months welcoming me back for $5 off $10 or more. This promo code stacked wBOGO deal for me.
That said, I picked up two $10 ea shirts for $10. I have Amazon Prime and logged in through my Amazon account, but I have no idea if that is relevant to why it worked for me.
