The hub itself will function as a hub without additional power (it will grab what it needs from the computer). If you plugged the hub in (say, the charging adapter that comes with a laptop), then it will passthrough 60w to charge the laptop. This is particularly helpful for those with only one USB-C port on the laptop, or if they wanted to minimize the wires on the desk.
no there aren't. only few usbc to hdmi dongles (not hubs) can do 4k@60hz at this price.

Is there a separate PD usb-c port, distinct from the usb-c cable shown in the pics? Is it possible to power the hub from a usb-c wall charger connected to the PD port, which would then charge a laptop connected to the pictured USB-C cable?

Depends on whether that C port can do video out. It's confusing, but there are plain C ports that just do data and power, ports that can do video out, and some (ThunderBolt) that can do multiple monitors and even hook up an external GPU.
