I have one of these. While I would never use for a primary device, it's still fantastic for ebooks, YouTube/streaming and basic web surfing. The screen quality and size for the price is unmatched.
You shouldn't expect to run android apps, have a ton of tabs open or use zoom.
I wish this was around two months ago when one of my kids commandeered it for a tablet. I purchased the Lenovo duet. There are not yet enough options below $400 that are better alternates to the duet.

I really wonder if the S21 series sold poorly, yes there are articles saying it sold better than the overpriced S20's, but Samsung is doing deep sales left and right for the last couple of weeks on every mobile product. I cant imagine any other reason besides them missing the sales target for S21 and trying to pad their revenue by discounting everything.

I've got the v1 and it runs zoom just fine, fwiw. the v2 switched from an op1 processor to celeron and downgraded the display, but I can't imagine the performance is any worse
4gb of memory just won't cut it on a chromebook. Chrome is a memory hog.
The students at my school use Windows notebooks with 4gb, and the older Chromebooks with 4gb are way more responsive and don't get the blue screen of death. As long as you understand the limitations of a Chromebook, 4gb is fine. No Chromebook is ever purchased by a power user.
