Just to clarify...
Spectrum 200 Mbps (100 Mbps in some remote areas) standard high speed internet is a NATIONWIDE regular rate of $74.99 and includes modem. Wireless router rental is $5/ month so buy your own and save money. Regular new customer promotion on this standard plan is $49.99/ month for 12 months. 2nd year rate goes up $10 and 3rd year to regular price. Upgrade to 400 Mbps for $20 more per month or 1 Gig for $60 more per month.
Often the 400 Mbps is available in competitive properties or areas at $49.99/ month for 24 months. Same plan can sometimes more rarely be found for $29.99/ month as OP stated YMMV. More areas for these promos will be added very soon as this is a current project happening now.
Current active Spectrum subscribers are not eligible for new customer rates but you may ask for a retention offer instead. Often these retention offers are not as good as initial new customer offers. Some customers cancel and restart an account or use another provider temporarily to be eligible for new customer rate again. Many customers play the game and call their internet provider every 12 months to get a new lower promotional rate.
Spectrum/Charter/formerly TWC has had a fiber optic backbone for 20+ years. Usually plant lines are connected to property coaxial cable lines put in by the builder and NOT Spectrum. Coax cable lines can theoretically support speeds up to 11 Gigs with recent DOCSIS 3.1 upgrades but with higher latency. Spectrum does have fiber to the unit in some locations (definitely a lot in Business Class) but keep in mind even with a fiber to the unit connection, you are often bottlenecking your speed benefits when connecting to a wireless router and using the WiFi. Really these higher speeds are just marketing ploys to get more money from residential addresses that don't have the correct or even necessary internal networking setup. Those higher speeds and fiber to the house connections are best really for business applications. 100 or 200 Mbps is more than sufficient for even many above average residential internet users.

Like most areas in the US, I now have only 1 serious broadband provider in my neighborhood. Maybe Starlink will break up these hegemonies, but I doubt it. Wired internet is going to continue to be more reliable and faster than satellite for a while I think.
